Another reason for DBAL is that only a few of the Core devs have 
Oracle/PostgreSQL/MSSQL knowledge. And even fewer really care because they 
run their sites on Myqsql.

So using DBAL is still risky. As a consquence only a few use it. This means 
little demand, so no real incense to fix bugs.

But if you really need help contact the company I work for, we have some 
in-house Oracle devs which may help. But the help won't be for free, though 
any results that are not hacks will go into the Core.
