[TYPO3-dev] ter_update_check into core for 4.2?

I tested the current version. I didn't run into usability issues. It did
just what I would expect. 

The only thingy, that isn't directly clear is, why only some hits have the
red comment that something has changed. Does it mean that the other update
versions without changings in the extension?
