Yes this would be good. But who will make it? As far as I see there are 
more talk about typo3.org than actual work. I did not follow recent 
discussions but it looks like typo3org mailing list is silent again.

Well, "diff windows" gives result just fine in Google ;)

It will not work. Suppose there is original file and 10 people supply 
different modifications. After a month or so file will change so much 
that no one will understand what change was made to original file in 
submitted changes. Diff shows it very well. It only gives modified areas 
and usually it is possible to apply it manually even if automatic 
patching fails.

It is not just we are (core team) too lazy. It is for safety and 
reliability of the core code.
