How about setting up a page on typo3.org with two upload fields in which 
the original file and the modification can be uploaded and the page 
generates a proper diff-file - maybe simply in a textarea for copy and 
past into a plain textfile?

I think this might be better then writing a manual, tell the user that 
he has to download some tools (which are probably not that easy to find 
for windows or some other OS) and switch to command line.
