I cannot reproduce this bug in my env but i had a look into the
differences of 0.0.22 to 0.0.23.
Please try the following:
Open the file class.tx_lib_smartyView.php and remove the line

tx_div::load('tx_lib_object');

somewhere after the first comment block.
Please report back if that works afterwards with lib 0.0.24.
