[TYPO3-dev] Coordinating usage of prototype and Co.

Hi,

as in the bt said, since these libs are part of core, we need a global
method to use.

A simple t3lib_div::includeJSPrototype() or simular should help. There can
be made the check against double include.
The versions are clear, but should announced with the T3-Releases (important
for the devs)

As Ajax get more important in the future, and T3 has intgrated the basics,
it should be easy for the devs to include, so we don't find 100s of
Extension bringing own prototype.
