[TYPO3-dev] Create Super users that can create BE USers

Hi,

I know lots of you spoke about it but I can't find any solution.

I wwant as quickly as possible create 'one' (not anymore for the moment 
cause it is quite urgent) super user which can create BE users.

I tried to modify core classes and succeed unless it does not want to 
ave in be_users cause it is not an admin user.
