[TYPO3-dev] Feature request - where to post?

Hi!
I would like to send in a feature request, concerning the technical 
working  of BE interface. Where can i post such a request?

I would find it great, if the module navigation would be loaded, if a BE 
page is loaded in another window or tab. Also it would be nice, if a 
"open in new tab" would work on links in BE navigation. If you currently 
do that, only the navigation gets loaded..
