I think this requires clarification. I sent to Gür a modified version of 
t3lib_parsehtml_proc for testing purposes. Gür confirmed that the 
modified version does correct the problem with links entered via an RTE 
when locale tr_TR is used. The fix is now being submitted to the core list.
