[TYPO3-dev] moving records in offline workspaces

sorry, can't help with that as I haven't done extensiv tests with 
workspaces yet, but I have to add a for me strange behaviour.

Scenario:
- Content is edited in e.g. [DRAFT]-workspace
- Admin is in [LIVE]-workspace, is entering the workspace BE-module, 
sees the changes from [DRAFT]-workspace, reviews but CAN'T publish them.
When trying to publish an error with something about 'access 
restrictions' is showing up.

1. How can an admin-user have access restrictions?
2. I'd been only able to publish the content when I(admin account) 
changed to [DRAFT]-workspace as well. Does this restriction make sense?
