Not every bug affects the stability yof the system. In fact those bugs are 
rare. Most old bugs are minor issues (of certain platforms) or are UI 
inconveniences (eg blank page instead of error message).

The most serious system bugs are IMHO those of new stuff like workspaces. 
The most serious UI bugs are related to the new skin.

But these should be fixed (if possible) long before 4.5.
