IMHO this is not easy to achieve. Every system has it's own set of 
permission system.

But in TYPO3 you can write your own authentication service. So you can 
manage your users somewehre else (eg in an LDAP server). What you need to 
do is to write a mapping system that maps the external representation of 
the user (eg LDAP attributes and group memberships) to TYPO3 permissions 
and groups.
