Yes. It's mandatory because the UI of a Core feature (WS preview) relies on 
an extension. Odd isn't it?

The issue could be resolved by moving "versioning" into the Core, but I 
prefer it the other way round by moving the UI of the WS into an extension 
"workspaces" which depends on "versioning".
