[TYPO3-dev] How to take account settings in 'ext_conf_template.txt' and changes in localconf.php

Hi

I can't install 'kb_pm_paste' because it conflicts
with my 'tm_contentaccess'

I could implement your modification inside my plugin.
Is it possible and how to put a condition, which checks

the status of
enable.paste = 0

(default value in ext_conf_template.txt)

in localconf.php file

I shoud put to extra condition for example to this point. If 
enable.paste == 1 then
add this, othewise not
