Yes, the aim is to make 4.0 completely backwards compatible to 3.8.

Everyone will hopefully be able to upgrade without any problems as long 
as they don't use extensions that extend the core in a "dirty" way such 
as using XCLASSes.

The auth services just didn't exist in 3.5, so they are a feature added 
in a later version of TYPO3. But that doesn't mean 3.8 wasn't backwards 
compatible to 3.5.

According to the roadmap, 5.0 is the first release in which backwards 
compatibility is officially announced to be broken where it makes sense. 
So obviously it's the version of choice for changes like the one you 
propose.
