No, it is actually very good that the static info tables don't contain 
general words like "international" in the country or territories table, 
because mostly you really want people to choose a country and don't want 
to allow choices like "international".

There is however a really simple trick to do exactly what you want using 
negative ids:
For example the "fe_group" access field of page records uses exactly 
that solution. It let's you choose either a FE user group or one of the 
special things with negative IDs "Hide at login" and "Show at any login".
To view it's TCA definition, just use the Tools->Configuration module in 
the Backend and browse to $TCA['pages']['columns']['fe_group']['config']
