Sorry. I mixed these. But some extensions gives FE-users at least parts 
of the rights, which ordinary BE users have. Then EDITPANEL might be 
accessible also for FE-users.

BTW. I made simple intergrated toolbars using EDITPANEL objects, which I 
  control using my extension 'tm_contentaccess' (default control is for 
'toolbar' unsatisfactory).
