No, there is actually a new file index.php just in the root of the
TYPO3core module in CVS that includes index_ts.php so you don't need any
symlink for that at all anymore:

You will only see the new index.php file in sourceforge webcvs if you
set the selector box "Show files using tag:" to TYPO3_4-0.
