There are no symlinks required anymore since TYPO3 4.0 beta3, so just
skip the whole create_symlinks step.

If you however encounter issues with old extensions that still rely on
e.g. the t3lib/ folder to exist in typo3/t3lib/ as well, you can create
those symlinks for backwards compatibility.
