Hi all,

I think the root problem is the tstemplate is too powerful and do too many task.
It control how page run, and how page display.

If you get right to update the sys_template, restrictions of other
(e.g. PageContent, any plugin, html template) are completely
meaningless.
By making a new blank template can completely rewrite all the pages behaviour.

Constant editor didn't contains any access control information in it.
You can't limit a user can use {$file.toplogo} but not {$PAGE_TARGET}.

Usually people(plugins) do add columns in page / pageconent to let
user override the setting in constant.

BTW..
I think the Be plugin, "CSS styler" for "Template" module is
completely a concept bug.
People usually rewrite the included CSS file theirself. Isn't it?
