[TYPO3-dev] how to officially publish the new tsconfig_help extension ?

Hi Dimitry,

It is not a new extension at all. It is shipped with Typo3 as a shy 
system extension by default. However the contents of the .sql file from 
that extension were emptied at the time Typo3 4.0 was released, as 
information there was too much out of date. I can now provide up-to-date 
information, which I have packaged with that new version of the 
extension, but as I am not the official owner I better check  the best 
way to publish it (Kasper is the owner).
