[TYPO3-dev] how to officially publish the new tsconfig_help extension ?

Hello,

What is the best way for me to propose the updated TSRef lookup data ( 
http://www.t3dev.net/fileadmin/public/T3X_tsconfig_help-1.3.0.t3x ) to 
make its way into the next Typo3 release or the TER ?

I built the php code that allows to generate this from any number of 
.sxw documents or .t3x extensions, so the extension should be easy to 
maintain in the future.
