[TYPO3-dev] forceCharset = windows-1251 - do you plan to support this in Core?

For those who is not familar with Rissian and web sites in Russia: most
sites there do use windows-1251 but mostly because of long time
tradition. Some sites still use koi8-r (default Unix/Linux encoding for
russian) or other exotic charsets (like cp866). There are no special
technical reasons that prevent from using utf-8 apart from making
proprietary software Unicode-compatible.
