[TYPO3-dev] forceCharset = windows-1251 - do you plan to support this in Core?

You mean with PHP5? As you posted here all the weird stuff happens with PHP5.

As for phpMyAdmin. This extension is not really a part of the Core. But 
you're right the extension should detect the current TYPO3 charset and 
force phpMyAdmin to use it. AFAIR I've filed a bug with this featue.
