[TYPO3-dev] Seperate Constant Editor for non-admins.

Tomorrow I will probably release a stand-alone version of the 
"WebTemplate, Constant Editor" for non-admins.

This means that it will be possible for an admin to let another trusted 
be-user edit the constants, without that be-user actually being a admin 
be-user.

I will try to incooperate some controlling restrictions on which 
categories and maybe also which constants the be-user will have access 
to. But I'm not sure what is possible yet, - might have a look into it 
tomorrow.

This extension could be useful if you have sub-sites in the typo3 
installation, and you want to give more control to sub-admins but not 
real admin access.

There might be other scenarios as well where this extension could prove 
useful.
