[TYPO3-dev] ext developer: please convert locallang.php to locallang.xml!

since TER2 hans't anymore the integrated translation engine, all we translators are working with our local llxml installations.

it works very well, but extensions need to be updated to use the locallang.xml!

if everybody takes care about this topic in next ext revision, in a few weeks we could keep going well with the translations.
