the idea is very good (as it is a (necessary?) base to build native
validating editors).
The only question that comes up in my brain? start something like this
on TS or OBTS (also a question to Dan)?

I told another idea in the past not to only "certify" developers, also
to certify hosting companies. would make the developers work much more
easy.
you could have up to three certs:
base (all necessary environment stuff to have a simple system up and
running)
professional (additional stuff on top of base)
enterprise (additional stuff on top of professional)
if there's a c-implementation, maybe as php-module, I'm sure
professional hosters like to use it (if it reduces server load).
