[TYPO3-dev] Plugin blank after upgrade to Typo3 4.0

I'm having the same issue randomly with certain TYPO3 4.0 installs. Some 
plugins will render fine and others won't even include the _pi1.php 
script at all. Shifting the plugins to another installation often causes 
it to work.

This started happening with 4.0b1, it never happened on 3.8.0. On one of 
my installs tt_news is doing it too.

This is a bug, is it known?
