Direct Mail 2.0 is mainly incompatible to TYPO3 3.8 and prior because - 
thankfully - the completely unnecessary entabglement of its code with 
the Core has been removed. I guess it would be fairly easy to provide a 
direct_mail_20_for_TYPO3_38 extension

And come on, with every new version of TYPO3 extension authors decoded 
to rely on new features of TYPO3. This has essentially nothing to doe 
with the Core itself, but is a decision of the extension authors.

Take for example Franz Holzinger. He wants to make tt_product work with 
PHP5 only. Do you think that's backwards compatible? Probably not. But 
whether you like it or not. Don't make TYPO3 responsible for it, if your 
shop runs on PHP4 and you cannot upgrade.
