Web>page is a part of the extension "cms". It's not dropped easily.

Perhaps "cms" could be rewritten to have no built-in "edit module". So 
you need either TV or a standalone version of the classic Web>page.

Anyway, the code is open source. You're free to use and change it and 
redistribute it even if all of the Core developers abandon it.
