[TYPO3-dev] 0003089: During a upgrade to RC2 [SYS][t3lib_cs_convMethod] is default set to iconv which will break all non php5 installation.

If you mean that the upgrade wizard shoukd check the PHP version and 
suggest/perform the change, I'm with you. Unfortunately nobody was 
willing to tell me how this can be done.
