[TYPO3-dev] 0003089: During a upgrade to RC2 [SYS][t3lib_cs_convMethod] is default set to iconv which will break all non php5 installation.

I would like to point to this default setting which might break a lot of 
PHP installations during upgrade.

Solution is simple and it's a matter of changing a default value during 
upgrade.
