[Typo3-dev] broken extension repository

It's a common problem which is there for month!
There is a function in TER which deletes cache if extensions are uploaded.
It should only delete cache for the certain extension. It has been disabled
though due to high load, as it MIGHT not work correctly. You should have a
look at that.
