[Typo3-dev] broken extension repository

With the change of using TYPO3 3.8 for typo3.org we also enabled caching.
*Maybe* there is something wrong with it. As I cannot reproduce those
things you mentioned, it would help if you could somehow nail
the problems down.

Basically you are right, but I do not exactly see whats going on.
