It obviously depends on the location of the files and the method to
access them if this is wrong or right. An efficiantly working designer
surly doesn't use the pure possibilities textareas in browsers offer to
edit the files. She will use something like ftp or webdav. So from her
point of view there is no reasen to use the file in the context of
fileadmin. From her point of view it is also right that she needs
additional rights to access the files.
