Placing templates in fileadmin or any other filemount doesn't necessarily 
mean that they are accessible to common editors. That's why TYPO3 has the 
concept of individual access permissions on a group- or even single-user-
level.

I said they *can* be altered by editors because your point was:

This is wrong. You do not need administrator rights or even additional 
rights exceeding those of a TYPO3 admin, as you said, to modify html 
templates. 

My saying that you don't need admin rights to alter HTML templates didn't 
say anything about if it's a good thing to make templates accessible to 
everyone. Of course you do not want every content editor to alter or even 
see system files like templates. Frankly, it's so obvious I didn't felt the 
need to explicitly state it.
