Are we talking of the same? I wasn't talking of PHP constants but of TS 
constants i.e. static/contants.txt in extensions.

If you have the rights to install an extension - yes you are admin on 
typo3 level - you have the rights to overrite extensions setup and 
constants. But that is a quite normal usage.

To modify a HTML-template you even need additional rights. The right to 
alter files.
