[Typo3-dev] locallang.xml: llxmltranslate, where?

Hi!

I'd like to translate some of my extentions using the locallang.xml,
using UTF-8 directly. I could edit the file in a text editor, but I have
read (in TYPO3 Core API docs..) that there should be an extention called
"llxmltranslate" to do this through the backend:

Well, the extention seem to be on TER, but for "members only". I've
spend a whole lot of time googleing around to find that extention
somewhere, to no avail.

So, how should extention developers use the new locallang.xml features
if there seem to be no real support for it other than "translating
existing locallang.php" with ExtDevEval?
