I see no point in defaulting to UTF-8. How does the default distinguish
between a new and an extsing installation. Possible "solution": setting
the charset could be part of the 1-2-3 installation.

Yes, that's why TYPO3 should not default to ANY charset. The Admin must 
   set it.
