hi bernhaft,

utf8 should be supported in typo3 version 4.0 as default.

people upgrading from typo3 versions and using other charsets should get 
a note about it, that they should set the charset to their needed one.

i am not sure if all problems with utf8 are resolved. especially the 
locallang.php vs locallang.xml in the older extensions.
