I guess it has something to do with these questions:
1. What opensource cmf system has the most market share?
2. Why are they more successful?

Maybe we should define the target groups more precisely.
It should be stated clearly that TYPO3 is not aiming at the same target
groups as mambo or similar. (This is one of the results of the german
marketing meeting, that happened last weekend - more to come)
It was never meant to be an "out of the box online dreamweaver" but a
professional tool for professional web agencies.
Speaking for myself I don't know any professional agency working with out of
the box templates since usually it's their business to create custom
templates for their clients and create the functionality behind these
templates.
TYPO3 offers different approaches (TypoScript and/or MTB, TemplaVoila) to
solve these tasks in an almost perfect way and this might be the reason why
no one ever took the creation of "out of the box templates" into account.
The existing templates have been created as examples to show how TYPO3 is
working and since they are a bit outdated they certainly don't offer
appealing, modern designs or valid XHTML code.
Maybe we should replace them with some good advice on how to create
appealing and modern templates with TYPO3 in just a few hours. (GoLive
Tutorial, MTB, FTB and others)
And maybe we should tell people, that TYPO3 is not the right tool for an out
of the box approach.
An "out of the box template" customer, while not being the one who will
master TYPO3 as a developer or an admin, might still be a good editor and
therefor a possible client for a TYPO3 agency.
So if you think these templates might be a good base for a successful
business in the US, feel free to create them and be the first supplying the
wants of those customers.
