[Typo3-dev] Hey system extensions! Come back to the extension repository!!

I do not see any reasons for downloading system extensions from TER:

- People think they can install the 3.8 version on their 3.7 installation
- Someone has to keep it up to date with the current core version

The only drawback: The manual is not visible. Luckily there are some ways to
solve this:

- Did anybody notice that Robert released the extension rlmp_extensiondocs?
- Alternatively, I vote for Ingos suggestion to add a static list of system
  extensions to the repository to make sure that the manual is there but you
  cannot download them. This way, no database change would be needed.
  This might be realistic to implement because the manual does not change as
  often as the code does...
