Kasper removed all System Extensions because they are part of the main
distribution already. Making it available is simply confusing because the
only upstream version should be that one in the TYPO3 releases.

The only drawback currently is that the online manual is not viewable any
longer. I already contacted Robert to find a solution for this.

Alternatively, you should have a look at the extension rlmp_extensiondocs.
