[Typo3-dev] German "Umlaute" in flexforms

imho this is related to the behavior
of the php5 xmlparser().

xmlparser() of php5 (5.0.5) seems to complain about illegal character if no
explicit
encoding is specified via xml tag and the xml contains any language specific
character e.g.öäü.
The attached patch againgst class.t3lib_div.php makes xml2array() add 
a proper <?xml version="1.0" encoding="whatever"?> if no one is specified..
It is agains typo3.8.0
