If software is released under GPL, it does not mean it is commercial.
You can sell it or give for free as non-commercial. Whatever you like.
GPL protects your and user's rights, it does not dictate software type
at all.

As to Typo3, take alook what is officially said about Typo3
(http://www.typo3.com/Price_License.1244.0.html):

TYPO3 is an open source product and licensed under GPL. This essentially
means that TYPO3 is available free of all cost.

We'll tell you at the end of this page what the catch is.

The GPL (Gnu Public Licence) also means that not just some parts of
TYPO3, but all versions, revisions, updates and extensions based on
TYPO3-code will always remain free.

No catch here, read on.

However, implementing a TYPO3 solution normally involves consultancy and
programming from a web agency or some other TYPO3-savvy specialist. They
will charge for the work it takes to implement a website based on TYPO3
as the CMS of your choice. This is perfectly acceptable to us.

We hope the web agency will also acknowledge that TYPO3 is developed
based on donations and, therefore, make it a practice to donate a
percentage of the implementation cost to help fund TYPO3 development.

So the bottom line is that it costs money to get TYPO3 up and running,
unless you can handle TYPO3 without help from consultants.

You have probably been paying that before, but without the advantages of
a CMS at no license fee.

Again, no catch.

So, it is available "free of all costs". No charge for using Typo3. You
can get it for free. You can charge a fee for distribution (see GNU
site, they explain how it differs from selling software) but typo3
itself is still non-commercial.
