No, just because locallang.php isn't in UTF-8 that doesn't mean you cannot 
have UTF-8 output in FE and BE. It will be recoded by TYPO3 automatically. 
If you want to edit your lang. files in UTF-8 you have to switch to 
locallang.xml.
