It's kind of policy to be implemented. May be worth looking at
Debian policy (debian.org/devel IIRC) regarding security fixes and
orphaning packages w/o maintainer's will/reply.
I'm comparing these problems with ones we're having at ALT Linux
and find many of them quite similar... and community similarities
are there too. Still TYPO3 development seems managed better.
