It is already possible for extension authors to define for their
extensions (in the em_conf.php file) what TYPO3 version requirements
there are - but it doesn't work for some reason (Extension Manager
should not allow you to install extensions which requires another
version than the actual).

I assume Robert Lemkes upcoming work on typo3.org and TER will solve
this.
