So what?
They are using TYPO3 and not "selling" it or any service claiming it is
their tool. As far as I can see the site is done by "M punkt" and they left
the original login screen with all the necessary copright stuff intact and
even more: The news section of their webiste tells it loudly and proudly:
The prject has been done with TYPO3. So far we can assume their client will
know it is TYPO3. No problem here.
The original message that is usually placed inside the HTML <head>-section
says:
<!--
This website is brought to you by TYPO3 - get.content.right
TYPO3 is a free open source Content Management Framework created by Kasper
Skaarhoj and licensed under GNU/GPL.
TYPO3 is copyright 1998-2004 of Kasper Skaarhoj. Extensions are copyright
of their respective owners.

This is _not_ the copyright info of the HTML code but a basic kind of
promoting TYPO3, since this code is just the _output_ of TYPO3 and therefor
_not_ copyright of Kasper Skaarhoj. So people are free to remove this part
of the code even though they might leave it in place to help promoting a
tool they didn't pay for.
Sometimes I get the feeling that there are people outthere in TYPO3 land
that have got too much spare time, or is there any other reason why someone
should check T3-sites for the existence of this notice?
Have fun
Joey
