Yes I've seen that. I wonder what were the reasons for this flexibility? Is
anybody really using this? Wouldn't it be better to add a selector box to
the 'pages_language_overlay' table where one can define that if no records
are found, it will use those from language XY (choosable)?

As far as I know the extension is still working with 3.7?! At least I didn't
note any problems - as long as no records have that checkbox enabled.

Yes.

I know this will break compability, but if you agree with my suggestion
above, wouldn't it make sense to clean this up and remove the checkbox
again? (Could still be provided with an optional extension...)
